The masterplan for the future “HE:AL Campus” dedicated to health technologies
The masterplan for the development of the “Health And Lifescience Innovation (HE:AL) Campus” project, abbreviated as the “HE:AL Campus,” was unveiled on Saturday, September 16th, in the presence of the Minister of the Economy, Franz Fayot, the President of the intermunicipal union ZARE, Simone Asselborn-Bintz, the Mayor of the City of Esch-sur-Alzette, Georges Mischo, the Mayor of Mondercange, Jeannot Fürpass, as well as the administrators of HE:AL Campus S.A., Jean-Paul Scheuren and Romain Poulles.
The project for the future “HE:AL Campus” aims to establish accommodation infrastructure and services conducive to attracting and fostering innovative companies in the field of health technology, including medical devices, in vitro diagnostics, and digital health.
HE:AL Campus is a project developed through a partnership between HE:AL Campus S.A. and the intermunicipal union ZARE, facilitated by the Ministry of the Economy. Located on the site of the ZARE intermunicipal union’s “A Sommet” area, covering nearly 2.4 hectares, the future campus will be situated between the House of BioHealth, the future SüdSpidol of CHEM, and the Cité des Sciences de Belval, thus enabling a geographical proximity between research, innovation, and the medical field, which are key innovation partners in the health technology ecosystem.

The masterplan was developed by the A2M-EFFEKT association, with assistance from the BEST bureau
Following a paid consultation process organized by the project sponsors, in close collaboration with all stakeholders, including the Ministry of Health, the Ministry of the Interior, the City of Esch-sur-Alzette, and CHEM, the masterplan proposed by the architects, urban planners, and landscape architects of A2M-EFFEKT, with support from the BEST study bureau, was selected.
With offices in Brussels, New York, Luxembourg, and Lisbon, A2M is renowned for its expertise in sustainable architecture, exclusively developing passive, sustainable, circular, zero-energy, carbon-neutral, or self-sufficient buildings. Based in Copenhagen, EFFEKT is a research-based design studio working at the intersection of architecture, urban planning, landscape, and R&D.
Entitled “Towards a Regenerative Campus,” the masterplan is characterized by the reuse of existing buildings, infrastructure, and resources on the site and the regeneration of nature on the site as a fundamental driver of the HE:AL campus.
In support of government efforts for sustainable economic development, other elements of the masterplan presented by Sebastian Moreno-Vacca of the A2M bureau include regenerative landscape design, site design around social infrastructure, the well-being of individuals on the campus, and buildings (with low or zero carbon impact) designed as material banks.
Signing of a memorandum of understanding
between the Ministry of the Economy and HE:AL Campus S.A.
Following the public presentation of the masterplan for the future “HE:AL Campus,” Minister of the Economy Franz Fayot and the representatives of HE:AL Campus S.A., as project sponsors, signed a memorandum of understanding regarding the implementation of the project and the development of the campus.
While the company commits to developing a value proposition in terms of infrastructure and services to enhance the visibility and attractiveness of the HE:AL Campus to its future occupants, the government will continue to invest in creating a national ecosystem conducive to the development of companies in the HealthTech sector, particularly in digital health.
